Sandre Lowers is a Procurement and Supply Chain Management leader with over 13 years of cross-functional experience spanning procurement analytics, strategic sourcing, policy advising, and capacity development. With a Master of Science in Procurement Management (Distinction), Sandre has consistently demonstrated his ability to drive operational efficiency and value for money across both public and private sector procurement ecosystems.

Sandre has served in senior roles at Wisynco Group Limited, one of Jamaica’s leading FMCG organizations, where he used data-driven insights to improve inventory management, optimize supplier performance, and oversee procurement for multi-million-dollar capital projects. His expertise in procurement analytics and ISO-based risk planning has led to impactful process improvements and cost-saving initiatives.

In his role as Public Procurement Analyst and Consultant to Jamaica’s Ministry of Finance, Sandre has trained over 1,000 procurement professionals and developed analytical frameworks that support procurement policy reform, performance monitoring, and international stakeholder engagement. His presentations to the IDB, OECD, and Government of Belize on Jamaica’s procurement data strategies have positioned him as a thought leader in procurement performance management.

As Director of The Shelf Procurement Solutions Ltd., Sandre continues to advance knowledge transfer through the development of corporate training modules and strategic advisory services. He is a Microsoft Power BI practitioner and is experienced in using ERP and analytical tools to generate insights that enable transparency, planning, and competitive sourcing.

Passionate about continuous learning, knowledge sharing, and system reform, Sandre is currently developing a strategic procurement guide for corporate entities and researching the economic impact of procurement on Jamaica’s GDP.
